Because their are some many organizations, certifications, etc. It's hard for any client to find the right vendor. There is a BIG gap between government agencies (Schools, Villages, etc) and Todays SMBs. So much so, Mid-Size companies are caught right in the middle between Cost and accountablity.

Alarm control, Access control, Security, etc...each of these market participants "ADD" Surveillance as a Line item. We have yet to see the reverse happen.
