Help ... need existing CCTV platform to stream over mobile phones

I'm looking for a software platform to enable an existing CCTV instalation to stream video to a mobile phone. Hopefully if there is any previous experience in the small business segment even beter. In that case I'll appreciate if you can share that case study.
If there is any restriction on the local mobile company architecure please explain.

2) Install active X control
3) Hit “Connect)
4) DVR type PC
5) DVR code SITE-100
6) User ID Demo (case sensitive)
7) Password demo (lower case)
8) IP address: http://24.66.0.207/
9) And hit connect

Ascendent was tested against 60 other vendors by Bell Canada and the closeout competitor was March networks who had at least double our file size and 1/3 of Ascendents streaming speed.
